Good afternoon DACS,
There has never been issuance of sovereign guarantee for Henan on the JVA
arrangements. The only time we were supposed to issue a guarantee was in
2019 when we wanted to borrow K31m from a Citibank of China and Henan was
facilitating. However this arrangement did not proceed and instead we are
continuing with the usual arrangement whereby the security is the land.
Ag. DOF may assist if I have missed anything.

Dear Colleagues,
I have received an inquiry from Treasury through the Deputy Director Mr
Visabwe. Treausry would like to find out if Henan Guoji requested for a
sovereign guarantee at the start of the JVA and if there has been any such a
guarantee during our partnership. The enquiry comes in the face of a request
for a sovereign guarantee by Al Bader of Kuwait and they would like to
compare how MHC dealt with Henan Guoji.
