**Executive Board Meeting Matters Arising**

**Date:** April 16, 2024

**Attendees:** Members from MHC, Ministry of Lands, and Maone Properties 
Limited

**Venue:** Fargo Ltd Offices (Maone Park Ltd), followed by site visit at 
Maone Park and a board meeting at Crossroads Hotel

**1. Land Valuation Report:**
    - The Principal Valuation Officer presented an internal valuation 
report.
    - Maone Park land was valued at MK173 million per hectare by the 
report.
    - Maone Properties Limited offered the land at MK234 million per 
hectare.

**2. Observations:**
    - Accessibility from Zomba Road and main service routes to Maone Park 
was noted.
    - Proximity of water and electricity access points to the offered 
land was highlighted.
    - Concerns were raised regarding the absence of defined access roads 
and drainage infrastructure.

**3. Land Offer Evaluation:**
    - Internal discussions between MHC and Ministry of Lands officials 
concluded that the MK234 million/hectare offer from Maone Properties 
Limited was deemed high, especially considering the lack of on-site 
services.

**4. Engagement with Treasury Secretary:**
    - The necessity to engage the Treasury Secretary in the Ministry of 
Finance for funding acquisition of the Maone Park land was emphasized.
    - It was acknowledged that determining the land offer value was 
pivotal for effective engagement with the Treasury Secretary.

**5. Adjournment and Assessment:**
    - The meeting between MHC, Ministry of Lands, and Maone Properties 
Limited was adjourned.
    - Assessment of costs for service provision was deemed essential for 
informed decision-making.
    - Review of the master plan developed by Maone Properties Limited was 
agreed upon to facilitate cost assessment.
    - Technical representatives from MHC and Maone Properties Limited 
will convene soon to finalize requirements for determining service 
costs.
    - Maone Properties Limited was tasked with obtaining quotations from 
service providers such as ESCOM and Blantyre.

**Action Items:**
    - Review the master plan to facilitate cost assessment.
    - Convene technical representatives to finalize requirements for 
determining service costs.
    - Obtain quotations from service providers.
